Hey beat me to the park idea.
She's 16 - just go somewhere and throw a frisbee. Buy a disposable camera and walk around town. Go to the library and find some books about astronomy, history or w/e and look at the pics together. (Disclaimer: all based on theory. Not real world tested.) Oh yeah, almost forgot. Invite her over and show her your MS Paint skills yo.

Here's your plan.
Ask her to take a walk close to dusk. If she decides to go, you know that she was truly broke and couldn't spend any money. Flirt with her, bumping into her a bit on the walk in a playful, flirtatious fashion. Note that I stated, close to dusk, since you can invite her to watch a movie at your place. Say, "it's getting dark out hur. we should watch a movie at my place!" Note: always be enthusiastic. High energy is sexy to girls. When you get back to your place, put on a movie, shift your body towards her until you're embracing each other. After 1-2 minutes of the movie, kiss her on the lips and launch into a make-out session.
