I call this heads up. There's nothing to say he dosen't have a smaller pp, a jack or a 9. You're beating a good percentage of his range so I look him up.

Against a 9 or a pp that wants to go to SD a turn c/r is better than a flop c/r if he checks behind and gives free rivers |

I'm definitely in the c/r flop camp. A player with his stats will often give up right there, and if he 3bets then you can fold the river. As played, it's a must call. WAY too many hands he could have that you beat.
