River is close between c/f and b/f

I think a lot of TAGs will call with AK and AQ so bet is prolly better.

No TAG in my games will bet AK or AQ if checked to. C/c is by far the worst line vs 99% of the TAGs at party midstakes. Dunno about stars.

BTW since you are OOP I dont really like your preflop cap.

wait now I'm confused

in the OP it says chez is OTB, but the action has him acting first

chez if you are in position, the river bet is too thin
if you're OOP, b/f seems alright

check river or bet/fold. I would often bet/fold this river since he could call with AK or AQ. He probably had AJ with the A of clubs.

Edit: Aha we're OOP. Then it's a clear bet/fold on river.

I'm calling this river and taking a very important note about this player. Probably a -EV call in a vacuum, but it'll keep him from taking shots at you in similar spots in the future.

The line he took is pretty strange. I can't really put him on a hand, but seeing his hand here will tell you a lot about the player for the future. Monotone flops are so tricky

Any reasoning that you have for not raising earlier in the hand with one of those holdings makes villain's river raise very questionable IMO.
