One thing for sure, we used to be very bad, especially during the last war, when it comes to treating many of the non-Japanese people.

It's true that Japan isn't trying to have more non-Japanese living in Japan with a citizenship. Japan always had few foreigners in the country. Never really got invaded (except Okinawa.)
