Default 2-2 PL short stack HU

25 or so hands in hands and villain seems to play slightly passive/straightforward, i check button with 64o no hearts, bb checks (we each have $65 behind), flop comes 64Q all hearts, i lead for pot, villain min-raises to 8 (something i have seen him do before) i make it 28 to go and he pushes, i reluctantly call... how do you play this hand optimally given this situaution and these stacks?

Just call the minraise.
He either has a flush or a pair and a very good flush draw.

If you want to commit with bottom 2 on this board, then wait until the turn. I personally wouldn't want to put my stack in here.
