I'd fold it pf.

With 16BBs there's not much room to get tricky and 66 from UTG is not a good hand, so just fold it.

You're too far from the button to steal raise here. You've got too many chips to push. Your stack's too small to profitably limp for set value (just limping is over 6% of your stack and there's a huge likelihood it gets raised behind and you have to throw it out for sure).
