I think he knows he is too weak right now to use his powers or he would have been more creative that using a brick on the random dude. I assume he is just waiting around for now till he regains his powers to take out the wondertwins.

He doesn't know how to use his powers anymore. That's also why he introduced himself as Gabriel and not Sylar to the twins since he wasn't his true self.
