Default $4006m - ATo river decision

We're playing 5-handed $400NL at UB. I'm OTB. Me and villain are about 110 bb deep. No good reads on villain, but I'm playing standard TAG.

PF: CO limps. I raise to $18 with A[img]/images/graemlins/heart.gif[/img]T[img]/images/graemlins/club.gif[/img]. BB calls, CO folds.

Flop: 7[img]/images/graemlins/spade.gif[/img] A[img]/images/graemlins/spade.gif[/img] 9[img]/images/graemlins/diamond.gif[/img] (pot $40)
Check, I bet $33, call.

Turn: 7[img]/images/graemlins/spade.gif[/img] A[img]/images/graemlins/spade.gif[/img] 9[img]/images/graemlins/diamond.gif[/img] T[img]/images/graemlins/diamond.gif[/img] (pot $106)
Check, I bet $85, call.

River: 7[img]/images/graemlins/spade.gif[/img] A[img]/images/graemlins/spade.gif[/img] 9[img]/images/graemlins/diamond.gif[/img] T[img]/images/graemlins/diamond.gif[/img] Q[img]/images/graemlins/spade.gif[/img] ($276 in pot)
Villain bets $100. I think for a while, then time out.

What does this bet usually mean? Value bet or blocking bet?
I was obviously worried about the flush, but I thought that most people would bet more if they were value betting a flush. (While I was thinking I timed out, I usually play Party) Was this a much easier call than I thought it was? Anyone fold here?

I call here with those odds and no reads. If he had the flush draw he made a huge mistake calling the turn if he was only wanting to get paid off another $100.

So the smallish betsize makes it a call? If he'd bet more than, say, $175 I think it becomes a clear fold. Both because it makes a flush more likely and because of poorer pot odds.

I think you're probably behind, but good the 22% percent of time you need to be. He could be on weak ace/A7/A9, maybe even JT that made bad flop call with gutter and in case you were fos on cbet.
