Default 50NL: Top two and draw hits on turn with 1 PSB left.

Villain is unordinary, and I've been pretty aggressive. Who thinks a turn bet is OK?

PokerStars No-Limit Hold'em, $0.50 BB (5 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

Looser than he should be, likes to see showdowns more than he should, overvalues TP, doesn't necessarily think about odds with nice draws. Other than that he isn't completely dumb.

The most important question here is whether he's passive? If he is truly passive and not dumb as you claim then this becomes a very interesting spot.

~8% equity against a set.(KK,QQ,TT
14-18% equity against a made straight.(AJ,J9)
36% equity against other 2 pair hands. (KQ,QT)
51-57% equity against a combo draw (JhTh,Th9h)
60% equity against AA

This really becomes a combinatorics riddle as you can work out just how many combos of each are likely. To call the flop you need about ~36 equity (2:1) which you have if he has more of the 2 pair/combo draw and AA hands.

When you raise the flop and he flat calls I'm inclined towards putting him on a combo draw rather than a made hand. The A helps him half the time on the turn (JhTh).

Urgh, I really don't know what I'd do here. Probably check fold the turn, also probably BF the flop or BC the flop and evaluate what he does on the turn. I don't really like this though as he probably pushes close to 100% of the hands we're ahead of on the turn and some of the hands we're behind as well.
