Villain is 29/19/3 (500 hands). I'm playing 20/16/3.7 at that table. No reads.

Alternative play? Call flop bet and evaluate on turn? Shove if turn is not a heart, otherwise c-f? B-f on turn I think is out of the question, right?

Without reads, how often are we afraid of a set here instead of a draw?

I think your average player has a draw or worse overpair often enough that this is a good shove

This is fine. You could also call then crai on a (safe) turn. There are a fair few bad turn cards though, so I think 3betting all-in on flop is good here.
