Default River bluff after he calls c/c\'s turn... 600nl

Villain's been fishy, he just got stacked (he was short already) while making a flush when other dude turned a boat. he doesn't seem to be steaming really as far as i can tell, dunno what to make of his miniraise pf tho. I've been playing tight as I just got to the table so my image should be very solid if he's aware of that.

He seemed to hesitate on the turn so I fired, I felt like I could rep a jack, then I followed up on the river after he checked. Sometimes I give up on the river but with his slow timing tell (check hesitation on turn), which I thought looked like indecisiveness, along with the flop check (general weakness it seemed) I felt I had some fold equity.

I'm pretty sure he doesn't have a jack here and have a hard time believing he's ever checking a set or two pair on this flop unless he whiffed a strange c/r but it seems unlikely. Does he have like A9 here? Or can I get him off of AT, or a strange QT?

FWIW I just had a dude that played similarly minreraise me oop with KJ, maybe those are the type of hands they like to do that with.

Yeah any comments on what to make of minireraises from fishy players would be interesting.

where the heck are you getting these hands from? his line couldn't look less like QT

i said in the post i had a hard time believing he plays qt like this and then said a 'strange' qt idk what else you need to see to know i think it would be odd if he showed up with that. obviously i'm having trouble putting him on a hand which is why i posted thanks for your help tho.

Fine, but I'm really amazed at how many times people snap call with two pair.
