Admittedly it could be different between providers - I have never seen a Comcast IP change (lots of VNC/RDP connections here too) with constant power to the modem or a constantly connected desktop PC in a LAN environment change on DHCP renewal, and unless there's a phasing out of a scope or change to scope don't quite the see reasoning behind it. Back to the manhunt though.....

Lots of things can cause a DHCP address to change, even on relatively static providers.

1. DHCP server reboot.
2. PC being powered off for the lease time.
3. Operating system reinstall.
4. New computer.

etc etc etc.

My IP will change from time to time as well. If I unplug for any length of time (6 - 24 hours) this will sometimes cause an IP change.

Sometimes it happens when we loose the cable for whatever reason (i.e. my TV and internet go down) ..my cable provider service is sketchy at times.
