What's the correct line here?

I think this is what is called a squeeze.

this being a squeeze should make hero more inclined to stay in, esp if he's laggy.

I was thinking the same. If he is squeezing shouldn't I be more inclined to raise?

Either fold or reraise and call a shove, depending on his 3-betting frequency. If you call it has to be with the plan of shoving over his c-bet on a lot of flops. Reraising and folding is horrible.
