Bush has used the veto precisely once, against stem cell research. There is approximately a 0% chance of him vetoing any law repealing the UIGEA. He doesn't care about it one way or the other.

But his own party controlled Congress for 97% of the time he has been President. I am sure his feelings about the veto are a lot different now.
