Default Adjustments for a 25BB max buyin game?

I'm a NL noob, who's found himself in a local game where the SB gets to choose the blind with a maximum (which they almost always choose) being 1/25th the max buyin.

I've tried to play some ABC poker but find that if I'm making any kind of decent PF raises, by the time I'm betting the pot on the flop I might as well be pushing.

What adjustments do I need to be making?

My initial reaction is that I am pretty much tossing suited connectors out the window, and I'm just looking for PP or Ax type hands to push with either preflop or flop.

Also, if I assume that the other players aren't really the type to adjust to a game other than their gut feelings from having played it for so long-- should I just be looking at employing basic shortstack strategy, since it doesn't really matter to me whether they have 25BB or 250BB, as long as I only have 25?
