I can't imagine him calling your flop reraise with a draw of any sort. He probably has ace something.

Turn and river are played perfectly! You don't want to bet turn here as the majority of his range is the A which he WILL call with. No point inflating the pot with the worst hand. He'll pay you if you hit.
I think I would find a call with those odds on the river, I think he is block betting here with a worse hand enough of the time to make it +ev. |

I would call the river.
Hands from a loose passive player that make sense and block bet here are QJ, KT, QT, and flush draws that paired up, which we can all beat. |
