The article does say "Organizers said today that the number was for planning purposes only, and did not reflect confidence that last year's 8,773 entrants would be topped"

It seems like wishful thinking to me, but I guess you never know...

well, they must be fairly confident if they are going to spend money to build an additional structure to hold more people. if you were there last year, the tournament area was already huge.

I never really understood why everyone seems to believe the field will be smaller than last year. It might not break 10k but I fully expect it to come close. More B&M rooms appear to be sending entrants and I think the online satellite entrants will be up from last year too.
