I dont think this is a complete bluff but its hu and his range and the board suggest that he could have any piece of the board, but nut necessarly the nuts. I am not sure if i read your post correctly, but you only want to raise in this spot when you have a piece of the board, because villian is going to bluff it. In that situation it depends on what you have and if he is bluffing it might be better to call if he is also gonna (semi)bluff the river. But in this spot with som many draws you have to call turn but fold river UI.

k can ppl please stop saying "raise the turn" this is not a great idea here.

Also anyone who advocates a "raise or fold" line here is completely insane!!
