Well, to disband the Navy, it will take a constitutional amendment. See Section 8.

Section 8
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defense and general Welfare of the United States; but all Duties, Imposts and Excises shall be
uniform throughout the United States...

To provide and maintain a Navy;

"Congress shall have X power" does not imply "Congress must do X at all times."

btw, the pentagon admits they cannot account for 2 trillion dollars.

Two trillion dollars "missing" in the pentagon.

Sound shady?

I would pay more than 4.5 billion for Aircraft Carriers to ensure that the 5million chinese loaded onto 300,000 transports were sank before they hit hawaii.

The comment that all we would have is handguns and deer rifles is shady because The gang bangers in our big cities are better armed than most of the worlds armies [img]/images/graemlins/smile.gif[/img]
