Default Neteller/cashouts in danger if bill passed?

If the legislation were to be passed, how long would it take to go in effect, and would poker sites/Neteller deny cashouts anywhere? It seems like a offshore company like Neteller would elect to runaway with the money rather than process payouts and then shut down. This is just a question from a college student with little to no knowledge of how politics and businesses work outside of US legislation, thanks.

Neteller is a legit banking establishment. They are not going to keep your money. By the way, have you looked into their debit card?

I have not used neteller debit card. I read the terms and they have a ton of fees (non-usage, per tranaction, etc.). What has been your experience?

Nah, haven't really looked into it. Is there any monthly/annual fee for getting one? I might just get one since the majority of my money is actually in Neteller, since it'd be a hassle explaining a sudden lump of money in my bank account to my parents.
