This is one of the problems with epassporte virtual visa, I had the same issue (bought some clothes and purchase went through at epass but was denied by thre merchant) and it takes 30 days to get your money back into the account and they don't do anything about it..

theres a $2 fee that epass takes from what I understand, but the atm didnt take a fee
