What do you guys think of t his line? the main villain in the hand is 19/10/1.3 over 2k hands, no other reads though. His flop check/turn call followed by river raise really didnt make much sense to me, but he is so passive? so ...

Fold, he probably expect you to have a Q or better and calling with it.

QFT. a big bet like that isn't going to be called by a worse hand unless you are facing another good player with some history who would think of a larger bet as more of a bluff. Definitely bet like 1/2-2/3 pot.

Becuase I think you usually only get called if chopping or beat.

I'd probably fold here, it would be a very sick bluff though if that is what it is.
