I think you've misunderstood the concept of the free card. Although the SB has already put some money in on the flop before you act, you are currently ahead and to beat you he has to improve. If you don't raise the flop he's seeing the turn for no more than he's already put in the pot. It's still a free card even though there has been betting.

Always raise the flop, Never bet the turn.
(by always and never I mean more than 95 percent of the time)
