Default Middle stage 45 man SNG (theory type question)

Alright, one 'problem' I've always had is during the middle stages (usually a turbo) say, 200/400 blinds, is when you're dealt a marginal hand UTG. Say A10. The right play is just to fold it and wait for a better spot correct? I'm pretty sure this is the correct play and is how I've always played it, but I'm seeing more and more marginal UTG hands being raised or slow played and hitting a straight or something.

So, what range of hands should you be - a) calling b) folding c) raising UTG, in the middle stages of a 45 man turbo.
