A player this tight is not rare especially at higher stakes, most 20/6/2 would play like this. I agree to checking the turn and calling up to a psb in the river. He could easily have AK KQs , KJs, and maybe even QQ or JJ. If he has a VPIP of 25 than he might call raises with KJs. I would prolly call the psb on the river in your spot but I play slightly loose post flop at the small stakes.
