Finding a lawyer

I thought for sure there had been a thread about this in the past month, but couldn't find it on search, so apologies (and pleas for a link) if there was one.

How does one go about finding a lawyer with knowledge of and/or experience with a particular issue? How much should I expect to pay for a brief consultation? Is "that's a risk" the most concrete answer I can hope for?
