Party signup & phone confirmation?

Can anybody tell me if they actually do this? What kind of stuff do they ask?
(I don't really have a phone here and am trying to figure out if I need to get one)

I think they only do it when multiple people try to sign up from the same address. They call to confirm its different people.

I was called twice, one for Party and one for Empire. As I signed up for Party when I was abroad (and just entered some random phone number to get past the registration), they blocked my account after a day until they were able to reach me. This was almost two years ago though, so not sure how strict they are now.
