I raise the turn thinking that I'm ahead often and as you said, on a good draw when behind. You're beat by AA,AQ,and QQ and KQ at this point but he could also have AK,TT,JJ, or even AT,AJ, or KJ if he's LAGy. Plus, like you said you've got a very good FD/boat/quad draw and some outs to split. River is super duper easy call.

Well, if he made a straight on the turn, which is extremely likely IMO (the only other somewhat reasonable hand he could have is JJ) he is going to 3bet your turn raise all day. After the flop and turn action, the only reasonable hand you could have with two clubs in it is K[img]/images/graemlins/club.gif[/img] Q[img]/images/graemlins/club.gif[/img]. I don't know about you, but I don't tend to put my opponents on royal flushes. You only have about 43% equity against a straight, so just call. If CO came along, you've got an argument for raising the turn.

As for the river, you've got about 15% equity against a range of QQ, AQo, AQs and JJ and you're getting almost 13:1. Call's good.
