Default ISP Question:

This is a simple question for some of you but I am not sure where the ISP (Internet Service Providers) are for my internet connection from the U.S.? I guess I am getting to the possible future law where the U.S. Government requires ISP's to block gambling websites. Is this possible? Is there a way around it if you live in the U.S.? I know there is plenty of time before anything happens but I am curious now. Thanks.
