Default Rules book

Is there a difinitive rules book out there? I figure there must be. I host a home game and have recently had some odd situations pop up. They were dealt with to everyone's satisfaction and nothing came of it, but I would like to have a source to go to in cases like this so everyone is comfortable.

Google "Robert's Rules of Poker." It's not definitive, but it's very, very good. Other rulesets (Tournament Director's Association rules, e.g.) are usually very similar.

nope, and its doubtful that there ever will be one. For now your bets options are Roberts Rules (which were derived from the Hilton rule book, created by request of Hollywood Park and in the Public domain here. - I hope my history quote is correct!)

Alternativly you can purchase Cooke's Rules of Real Poker by columnist Roy Cooke or The Home Poker Handbook By Roy Cooke's writing partner John Bond.
