Definitions Issue w/ Poker Prospector

According to Poker Prospector, I'm raising at least 60% of all hands I play from each position, Button-7 to Button, with most numbers being closer to 70%. Still I'm 20% VPIP and 10% Preflop raise. Is this discrepancy because of blinds? At 24K (90% micro stakes), does 20/10 mean I'm too passive preflop?
