Default Floor Ruling

I'm playing in a local casino which has no betting line on their tables. I'm first to act on the river and I grab two stacks of green, one with each hand. My plan was to initially bet around $750, one full stack and a half. As I'm cutting the first down the villain says, "I call."

I've cut exactly $200 out, and the remainder is in my hand. I immediately ask the dealer to call the floor for a ruling. Floor rules that the amount already cut out (the $200) is in the pot. I can then bet anything I want to, including going all-in and it's villain is obligated to call. I can also fold and lose $200.

Was this a mini trip report? If not, what exactly is your question? If it's what is the correct ruling. Answer is: it depends on the rule in the house you're playing in.
