Default 2-7: passive players confuse me

What do you think? Bet the 9 and stand pat? Is it correct to bet the J?

I'd bet after the first draw even if I intended to break, for value and to convince him to check to me on round 2 (thinking that I'll bet again w/out improvement so he can check a pat hand and checkraise and then I'll foil him by checking behind there).

I don't know. Is a 9 after the first draw a favourite over 1 card 8/7 draws?

A 9 is a favorite over a 1 card draw with 2 draws to go. In this situation you're probably a larger favorite than normal because the villain's play indicates he's drawing rough, so he may have a straight draw to decrease his outs.
