What do I do on the river here with only TPTK. Not really sure what the hell villain is doing. He is playing pretty TAG at 25/20.

Villain is certainly implying he hit his straight and the action on the previous rounds supports that.

Instant fold here IMO.

Yeah, I think folding is best here as he either has the straight or it's a whiffed FD or something... I'm leaning towards straight as you've shown strength throughout the hand and now he shoves into you on river.

Also, I'd bet more on flop an turn.

fold, and when he calls your flop bet and the blank falls i'd start betting full psb and if you have a read for him calling with draws etc i might even over bet it, not so much to force him out but to get maximum value for him chasing his draws
