My internet is slow, options?

I go to school at ISU, and live an apartment where the internet is included in our monthly cost. It's called Placenet and is supposedly "high speed internet". Apparently it has 3 T3 lines that is distributed over the entire complex.

Anyways the internet is so slow I can't even connect to stars, bodog, and other sites and when I can connect, I have a major lag.

I've tried to use the broadband cards through Verizon and those are just as slow.

I don't know anything about technology, are there any viable options assuming cost isn't much of a concern.

Do a search for Internet providers in your area. (Cable and DSL are the usual choices...)
