Default 5432A (not suited) in TDL and Kansas City (deuce to seven)

Apologies for my ignorance of the rules!

Is it true that if you held 5432A (not a flush) in TDL
(2-7), it is a small straight whereas in Kansas City, it's
just an ace-high (that beats every other ace-high) ?

Not a straight in any 2-7 game.

A is always high in TD, so it's an A-high low. Straights and flushes = bad.

A is always low in A-5. Straights and flushes = no problem.
