How small do you want the blocking bet to be ? With the jack pairing I think you should bet 13-15 here, not less. If it gets called c/f river. (missed flush draws aren't going to bluff often in that spot)
Check/call is tough since you have no info on villain's holding. Has he got a jack, a flush draw, a straight draw....? You are unsure what river cards are action killers and will most likely be faced with another bet, and you may already be beat... I don't like calling in that spot.
either bet ~15/fold or c/f. of course raising is not an option.

bet/call or c/f like JemY said. Stack sizes make c/c, c/f bad imo, as well as bet/fold
