He has to know you're not raising with player behind still to act with nothing.

Generally just fold it's the first hand first level this is not where we win SNGs

if the 39s are playing as ridiculously as when i used to play them, get it in...if there are more sane players and im playing well i think id just dump this.

weird.
I'd fire up sharkscope and check if he is a fish and then stick it in or run away. reraising on that flop is either a big draw or an overpair, but i could only see him calling pf with 99 as an overpair. If it is not a big draw i think it is a set - this only fits if the player is sane! Some might do this with 55 or 77...

This is pretty read dependent. Lots of weak players will be willing to get all in here with top pair, not even necessarily TPTK. A set is always possible, an overpair probably would have reraised pf. I think I probably fold, but it's a tricky spot.
