It seems to me that if you're going to raise A9s OOP, that when you hit TPWK, you can't relinquish control of the betting by a c/c on the flop. You force yourself into calling station status unless you hit your 3 outer or running straight cards.

Lead the flop for 1/2 pot and shut down if there is any more action. There are too many scare cards on the turn, plus the likelihood that youre behind to start with to let the flop go by without anymore info.
