Default Flopped two pair on scary board

Villian is 11.9/7.1 over about 45 hands. I had seen him play a draw pretty hard earlier which is why I slowed down on the turn.

1. Was the size of my flop bet ok? I was trying not to give him odds if he was on a draw.

2. How was turn play and was river call correct?

If he was playing a draw "hard," wouldn't he have bet either the flop or turn?

I like the size of the flop bet. Usually I'd bet/fold the turn (maybe $4.50ish)--don't want a J or a naked diamond to draw cheap, and you're probably ahead. River I call. Villain could be value betting a worse 2 pair or taking a shot at you after you showed weakness.

I bet out 4-5 on the turn and if he calls look to just check the river.

I don't think he would play a FD this passively, there are few hands with which he could have a FD and call pf with. Except for maybe KJs, but he would c/r you on the flop, because you led pretty strongly and he would want to get in there asap. He wouldn't ckeck this scary turn with a str8. I valuebet this turn and check river behind. As played I call river.
