except for the skiing thing, upcountry maui (ulupalakua) and kokee kauai fit your criteria perfectly.

Crsted Butte Colorado is amazing http://www.visitcrestedbutte.com/

The skiing is probably the best I've ever had, I went the first week in April for about 4 years. Lift tickets were free back then, not sure if they are anymore since the X-games came through. I can't speak for montain biking because I've never been in summer.

Edit: didn't realize this had already been suggested. Should have read. Crested Butte is awesome!!!

red lodge mt. fits you perfectly
whitefish second but has the best skiing by far in the northwest
both are affordable and have year round recreation and slower pace of life if you want it. red lodge is smaller.
both are by national parks for great biking and lots of forest roads and trails to ride on.

They are running the free ski promo this year again. Free lift tickets until some date in November. Call them.

Crested Butte is cool and I have done lots of work out there. It is remote.

The locals will be restless if the tourism biz ever slows down.

years that they choose to do the free ski promo lift tickets are free first 2-3 weeks of the season and last 2-3 weeks. Plus last day of the year is nude skiing. Town parties hard, kept having to switch bars cause they would literally run out of alcohol.

damn that would pretty sick to get to spend 2 weeks riding for free even if it was the beginning of the season.
