Default WTF? is this an acceptable phrase?

This is bull. No one has ever heard of this. Plus, it sounds stupid. I read it for the first time and assumed it something to do with placing genitals on the shoulder of someone who is looking the other way...

Never heard of 'shoulder tap' before. I live in BC Canada, and when I was underage, we would always try to get someone to 'boot' for us (short for bootleg). A friend of mine from Alberta had never heard this before.
