what is this recurring image on stars avatars? (LC)

i see this as a bunch of different player's avatars on pstars all the time.. i was wondering if you guys knew what it was?

There are several recurring images. I believe they come with Windows XP.

aaah, that would explain it, thanks. i thought it was an underground network of fish. one of those things where an anonymous fish leader contacts you if you are bad enough and gives you the rite of passage (this image) to cross over into donk land. i was aiming to get there soon. guess my windows 2k isn't good enough .
