Default Going to the felt with K9o 2/4NL

It is Pokerstars, villain is testndeca, he is playing really laggy and may view me as weak tight since i havent been much active in this table.

Considering he views me as weak tight, is the bet flop , checkraise turn line efficient or he will check behind in the turn with hands that i beat? If so, how to extract max value from 77-TT? check fold turn and if he checks behind value bet river?

Also, did i reraise too small preflop?
