Default limper steal flops tp gets c/min raised

I just sat but villain had limped then folded to a raise twice in about 15 hands. Notice she's short.

villian seems kind of passive. limp/calls UTG and min-raises flop. smells like she's got a hand. the fact that she only has ~120 left in her stack makes me tend to fold.

Villian is doing this with any 9 here almost always and some random crap here almost always. Folding against a 30bb stack who is obv a retard is bad.

mebbe they don't want him to stop bluffing.

If this is a bluff fairly often then it's probably better to call and get it in on any turn. If he has something a lot then stick da chedda in.
