Yet people sometimes do. Even if he didnt he might fold on the river!

I'd bet the turn. I think it's very possible you fold out 24, or get called by a lower set, or maybe he has some weak draw that peeled and picked up hearts.

Also I'd usually raise preflop, it's not a big mistake either way though.
