Not all the time but indeed some people are just retarded.

I caught my draw playing 65s heads-up one time. Can't remember if I raised pre-flop or just defended. Anyway, he freaked out and considered that to be 'cheating' and a few hands later after I busted him he stayed at the table to tell my next opponents that I was a 'cheater' and that I'm a d-bag who plays for draws with 65 and that he was going to report me for obviously being a cheater.

I dont get accused of cheating. They just tell me how bad I suck all the time....its usually right after I bust them.

Good idea.
Look at it this way, if you put a bounty on him, people try to bust him, and it's fun for you. Now if because of this frenzy of busting-ness he somehow wins it, it's just more money he can lose to you.
