Default Flabbergasted in Colma: String Bet Survey

At Lucky Chances in Colma, in the 2-3-5 10-200 spread limit: I bet two hundred on the river heads up, my opponent expresses his dislike of the river card, about 15 seconds pass, and a then a player not in the hand calls a string bet!! Now the dealer who is two weeks new says "string bet." Now my opponent says, "string bet." I ask the player not in the hand, "ARE YOU IN THE HAND???" When the floor gets there, I'm treated as a trouble maker by Jodi because I'm upset. She enforces a string bet ruling and basically tells the table that anybody can call a string bet. Later away from the table she says she'll talk to the player not in the hand and says that she cannot call a sting bet contradicting what she had said at the table.

HAS ANYBODY EVER HAD THIS HAPPEN TO THEM AND WHAT HAPPENED?

Did you ever have a person not in the hand call a string bet and what did the floor say about that?

Well, did you string bet? That's the main issue here. You could probably make an argument about another player minding their business, but that doesn't change the fact that you can't string bet.

Well, tossing in forty $5 chips, one at a time, was a bit much.

The player not in the hand should not be able to call the string raise and should STFU, but someone entitled to call you on the string raise, did.

Clarification: Both the player not in the hand and the floor person were women.
