This is really close, and it depends a lot on the specific tendencies of villain, but the above quite would make me lean toward checking behind. I think you get called by something like KQT9 quite a bit. What really matters is how often villain will bet/call the flop, check/call the turn with two pair.

With the information given, I can't argue with calling the flop for the draw, raising and checking the turn, or raising and betting the turn. Any one could be correct depending on how loose or aggressive villain is.
