Default Are games softer in some cities than others?

I've only played extensively in Biloxi and Tunica. If they make it where my 2nd job (online poker) is no longer available to me due to pending legislation, I'll want to move somewhere that I can play live and legal.

I grew up an hour from Tunica, and my family is still there, but I suspect the games in Vegas might be softer, but I don't know since I've never been there.

Comments on other factors such as cost of living and crime rates and weather and such are welcome as well.

If it matters, I'm a much better tournament player than cash game player, but I have already been considering switching.
